One of the countries is not party to the 1961 Hague Convention, so an apostille is not valid for this document. Three steps: notary → Ministry of Foreign Affairs of Russia (МИД) → the consulate of Iran. The notary certifying the translation is the fourth authority. Each authority means a separate fee and a separate queue.
