Consular legalisation required

One of the countries is not party to the 1961 Hague Convention, so an apostille is not valid for this document. The chain has three steps: notarisation, then the competent ministry, then the destination country's consulate. Each step means a separate fee and a separate queue.

Steps

  1. 01The document is notarised in the issuing country; a sworn translation is added at this stage if one is required.
  2. 02Вазорати корҳои хориҷии Тоҷикистон certifies the document — the consulate accepts it only after this step.
  3. 03The consulate of Iran issues the final legalisation.

Translation before or after?

On the consular route the order is usually reversed: the notarised translation comes first, then the ministry, then the consulate. Some consulates accept translations only from offices on their own list — the consulate you file with sets the rule.
